The Diamond Pickaxe and the Fire Pickaxe can mine you the same things, but the Fire Pickaxe does so more quickly than the Diamond one.

A shovel is designed to remove Dirt, Sand and Clay blocks, though doing it by hand also works. A pickaxe can also be used to remove (and gather) these quality of blocks, but will take longer.

The other tools be player can make require no specific player level to use. Though some require Iron (ingots) for the production, it's fair to say the player needs to be level 2 to actually make and use them.
